The holdstone is the spine of the server. You pledge to a hold, hold a rank in it, and the rank carries real mechanical benefit rather than a title alone: a blacksmith rank carries smithing, guards carry light armour, a court mage carries spell points. Professions are ranks inside this system, not a separate one.
Parcels are the property system. A hold divides into named parcels, and a parcel is the closest thing Mereth has to owning something. Jarls and stewards grant them to citizens. Doors and containers bind to a parcel as fixtures, and holders carry parcel keys.

A parcel can also demand a minimum rank, and access can be granted to people outside the hold entirely, so a workshop, a shop back room or a stash can be shared across hold lines.
There is no offline raiding
A parcelled lock cannot be picked while everybody attached to it is offline, and that counts the whole group rather than one named holder. Somebody with a claim on the room has to be in the world for the room to be openable at all. It is the rule that makes a parcel worth the paperwork.
Holdstones are no longer only holds. Through September the same system was extended to the organisations: the Companions, the Thieves' Guild, the Vigilants of Stendarr, the Volkihar, the Thalmor and the College of Winterhold all have a stone standing in the world, and the College's replaced the Shalidor statue. A faction stone works the way a hold stone works: you pledge to it, you hold a rank in it, the rank carries benefits, and the organisation's parcels hang off it.
Which is why the menu now says members rather than citizens, and why a stone carries a membership mode: open to anyone who pledges, invite only, or closed.
One stone at a time, and a day to change your mind
You cannot pledge to a second stone without leaving the first, and switching carries a 24 hour cooldown. Being kicked carries the same 24 hours before you may join anywhere else. Where two stones you belong to would give you the same benefit, only the higher one counts: nothing stacks.
What a stone's buff can and cannot do
A rank raises a skill up to a level and never past it, it will not carry anybody above Expert, and it stops at level 60 whatever the rank. So a stone lifts somebody under-tiered into being useful, and does nothing at all for somebody already good. Your own attributes, race and equipment are what still push past the cap.
A bound container stops regenerating
The single most useful storage fact on the server. An ordinary container regenerates its contents, which means it is not safe to keep anything in. Bind it to a parcel through the holdstone and it stops.
